H-1B visas are used primarily by technology companies to bring workers with highly specialized skills to the United States.
H-1B is a federal visa program allowing employers to hire workers from outside the United States for specialty occupations.
On April 18, 2017, President Donald Trump signed an Executive Order (EO) titled "Buy American and Hire American". Texas ranks second only to California in the number of H-1B visa applications, and the employers requesting the visas mirror national trends.
Srinivasan said service-based companies were to blame for violations by companies using H-1B visas. But those workers are hired using the H-2B visa for temporary non-agricultural workers.
"Secretary Mnuchin is working to put together a tax reform plan to make our industry more competitive and also to provide a level playing field for our workers", President Trump said.
Indian IT companies have been accused of misusing the H-1B visa regime, which they have consistently denied.
"We're going to switch away from a random lottery system in which it's weighted toward the lowest-wage workers towards a system that prioritizes higher-skilled, higher-paid workers, which would make it much more hard to use it to replace American workers", a senior administration official said Monday. Some have suggested that companies abuse the privilege and simply hire foreign workers to save money and drive down wages for American workers. It is owned by the American people and they have a right to know who visits it. The Chamber of Commerce added that it would be a "mistake to close the door on high-skilled workers" who can contribute to the growth and expansion of American businesses and make the US more competitive around the world.
Ann Lin, an associate professor at the Michigan University said, "One of the problems with the H-1B visa is that it was understood to be for short-term immediate disruptions in the market where suddenly we need labour".
Trump Jr. made the comment during an interview with Fox News host Sean Hannity, who said before the conversation that President Trump is taking steps to fulfill his promise of bringing jobs back to America. "Most of the companies used to import manpower and resources from India for operations, which was profitable due to low wages and costs", says an industry insider.

Congress spokesperson Manish Tewari said the decision of the Donald Trump administration to tighten the rules of the H-1B visa programme was "disappointing" as India was its biggest beneficiary. "Ours is one of the most highly regulated and scrutinized sectors in the economy, and Nasscom member companies abide by all applicable laws and regulations".
