Paris Accord Future Precarious

German Chancellor Angela Merkel says G-7 talks on climate change were "unsatisfactory".

US President Donald Trump has left the G7 summit in Sicily with a parting-shot tweet saying he hadn't made up his mind whether to back a major accord on climate change.

For Trump, the lack of a decision on the climate accord brought an uncertain ending to an ambitious first trip as president that began as a respite from a barrage of scandal at home.

President Donald Trump's top economic adviser, Gary Cohn, says the other G-7 leaders respect the USA position that more time is needed for Trump to make a final decision on whether to stay in the Paris climate accord.

Climate was among the most disputed issues separating Trump from other leaders at the two-day meeting on the Sicilian coast.

"The entire discussion about climate was very hard, if not to say very dissatisfying", she told reporters.

The US however broke from the other six nations, saying America is reviewing its climate policies while the G-7 members others remain committed to the Paris Agreement.

Diplomats spent days trying to hammer out language for the G-7 joint statement.

The communique notes that the Americans are "not in a position to join consensus" on climate change. Trump made the surprise announcement in a tweet after resisting pressure from European leaders to stay in the agreement. This choice should not be hard: uphold the Paris Agreement to take climate action, grow the economy, and protect US communities or break our commitments to turn his back on economic success, American leadership, and the future of every family in our nation.

The rift is one of several emerging disagreements between Trump and other world leaders.

The Trump administration is reported to be divided on the issue. Environmental chief Scott Pruitt and top strategist Steve Bannon are pushing for a pullout.

Where President Obama tried to encourage Iran to reform through the Iran nuclear agreement, President Trump sees a new alliance of Sunni Arab states and Israel, united against their common enemy Iran, as the key to curtailing terrorism and to a peace deal between Israel and the Palestinians.

Once his first foreign trip draws to a close on Saturday, President Trump will return to the USA where his approval ratings are low and he is coming under increasing pressure over alleged Russian meddling in November's election. On Friday, the Washington Post reported that Trump's son-in-law and senior adviser Jared Kushner spoke with Russia's ambassador to the USA about setting up secret communications with Moscow.

White House economic adviser Gary Cohn predicted "robust" discussions on trade and climate.

President Donald Trump delayed the United States's commitment to fight climate change through an ambitious worldwide agreement that his counterparts in the group of G7 nations eagerly adopted.

"He came here to learn", Cohn said at the G7 summit. "His basis for decision ultimately will be what's best for the United States".

During the campaign he had threatened unilateral tariffs on Mexican and Chinese goods and said he would quit the North American Free Trade Agreement unless it is renegotiated to his liking. The goal is to keep the rise in global temperatures no higher than 2 degrees Celsius, as compared with pre-industrial levels.

"Developed nations-particularly the U.S. and Europe-are responsible for the lion's share of past emissions, with China now playing a major role", said Rutgers University climate scientist Jennifer Francis. "But he stands in stark isolation".
