In response to a petition filed in the Supreme Court, the government submitted a detailed affidavit Monday morning, wherein it has claimed that "terrorist elements among Rohingyas are active in Delhi, Hyderabad, Mewar, and Jammu posing a serious threat to India's internal security".

The Rohingya, a stateless mostly Muslim minority in Buddhist-majority Rakhine, have long experienced persecution in Myanmar, which calls them illegal immigrants.

The recent exodus of Rohingya has brought the number of refugees from Rakhine living in Bangladesh to over 800,000, said the prime minister.

He said a committee had been established under the social welfare minister to implement recommendations of an advisory commission chaired by former U.N. Secretary-General Kofi Annan and the government would establish an advisory board comprised of "eminent persons" from Myanmar and overseas.

The government of the predominantly Buddhist nation of 60 million said police and several monks showed up to try to defuse tensions.

However, some inputs indicate that around 40,000 undocumented Rohingyas were staying in India, mostly in Jammu, Hyderabad, Haryana, Uttar Pradesh, Delhi-NCR and Rajasthan regions.

"The United Nations Security Council and concerned countries should impose targeted sanctions and an arms embargo on the Burmese military to end its ethnic cleansing campaign against Rohingya Muslims", the group said in a statement.

The petition was filed by two Rohingya Muslims-Mohammad Salimullah and Mohammad Shaqir-who are now living in India. But despite promises to build shelter for 400,000 people within 10 days, there was no sign of any army construction work underway near the proposed site.

Myanmar leader Aung San Suu Kyi on Tuesday condemned human rights violations in Rakhine state and said violators would be punished, but she did not address United Nations accusations of a campaign of ethnic cleansing by the military.

The $32 million brings the total the USA has given in humanitarian aid for Myanmar refugees and related issues this budget year to roughly $95 million.
